Allow the ability to re-arrange filters on idea homepage

What is the challenge?

• Currently, a custom filter could have many options and it's better to have the idea category filter on top of that

• You can't re-arrange the order of how the filters appear on the left hand side on the idea portal homepage

What is the impact?

• Portal users have to scroll to get to the idea category filter
