Restrict level of goal roll up allowed

Limit the ability to rollup goals to a single level above, not every tier in the hierarchy, to implement goalsetting best practices.

Currently, all goals from all levels of workspace lines are available to be seen and linked. When a user is added to a workspace, they can view all parent workspace line levels. This means that the parent levels can't be hidden from them if needed.
