Add custom role to allow individuals to manage knowledge base redirects

What is the challenge?

• Individuals who manage a knowledge base are not always a product manger or workspace owner. Right now, in order to manage knowledge base redirects the user must be a workspace owner.

What is the impact?

• Admins must grant knowledge base managers additional permissions they do not need, or, add additional burden on workspace owners to manage redirects.

Describe your idea.

• Add a custom role that allows admins to specify users who can manage redirects within their knowledge base.
