Allow opening Ideas Overview dashboards at the workspace line level

What is the challenge?

• If a user's navigation is on a product line (not a workspace) and goes to Roadmaps > Overview, they will see any saved Ideas Overview dashboards

• If click on one of those dashboards, they are directed to a page where they are asked to switch their navigation to a workspace, rather than shown the Ideas Overview dashboard. Once they select a workspace, the selected Ideas Overview may not open and a different one is opened instead.

What is the impact?

• Confusing UX. Users are unclear why the dashboard is not opening as expected.
