Restrict release creation

What is the challenge?

• Any contributor/owner in a workspace can currently create new releases. This makes it hard to enforce governance around how and when releases are created.

• In many cases, there are specific approvals required before a release should be created.

What is the impact?

• Unapproved releases getting created.

• Product and workspace owners spend time policing and cleaning up releases instead of focusing on planning.

• There is a risk that downstream integrations, capacity planning, and stakeholder communications are based on incorrect or unintended releases.

• Extend Custom workspace roles to control who can/can't create releases and roll-up releases
