Conditional idea description templates based on portal user language

Add the ability to conditionally display sections of an idea description template in the Ideas portal based on the portal user's language. For example, a single template could contain multiple language-specific paragraphs, and only the paragraph matching the user's language would be shown when they create or view an idea.
