Allow multiple scorecards on Ideas

We need input from our business partners on ideas that come in for prioritization purposes. We do not want them to use our product value scorecard but would like to have an additional scorecard for that purpose.

Ability to easily collect initial product value from business partners.

Make multiple scorecards available at the idea level. Today, multiple scorecards are only available for features, competitors and initiatives.
