Ability to see users with licenses first in user selectable fields

Our user selection is availability is for everyone at the company, but paid users (PMS) are the only ones working out of Aha! and getting assigned work. Often we create filters and based on the product mangers. When you have to find each of our 10 product managers in a list for filters or by @tagging it can be time consuming

Adding filters or selecting only specific people from a list of 600+ can be time consuming

Have the ability where there is a user defined field (ie assigned to or when @tagging someone) allow a filter to be applied that will pull up only users with licenses, OR favorite users somehow to bring them to the top of a list OR ability to push licensed users to the top of the list via some confirguration
