Automatically show feature attachments on related ideas in the portal

I would like documents attached to feature records to be visible to ideas portal users without manual re-upload. Specifically, when an idea is promoted to a feature and files are attached to the feature, those attachments should automatically appear on the original idea record and be visible in the ideas portal.
