Support workspace templates for Develop/Teamwork teams

Organizations can have different types of teams leveraging Develop/Teamwork workspaces. With that, they need the ability to define specific standards - workflows, layouts, etc.

Admins have to individually setup each Teamwork/Develop workspace to a set of standards they've documented.

Similar to what we allow for Roadmaps, create a way for admins to standardize Teamwork/Develop workspace settings.
