Improve autoscroll on prioritization view

Currently, the ability to autoscroll on the prioritization page can be triggered by a subtle and precise action. This requires me to slowly move the record until I find the right position to autoscroll. This is time consuming and it's quicker for me to incrementally move the record instead of waiting to trigger the autoscroll.

The current behavior presents some friction to use the prioritization view in an efficient manner.

The autoscroll should be able to trigger more easily by moving the record up to the top of the list.
