Allow selecting multiple years on initiative time frame/timeline field

I would like the initiative Timeline/Time frame field to support selecting more than one year. Currently the built-in time frame field only allows a single value from the configured options. They want a way to associate an initiative with multiple years (e.g., multiple time frames) instead of creating a combined option like "2025-2026."
