Configure instructional text on initial idea submission screen without advanced plan or CSS

Provide a built-in way to add and edit instructional/message text on the very first "Add idea" screen where portal users select their workspace, without requiring the Aha! Ideas Advanced plan or custom CSS. This would let administrators guide users to choose a specific workspace (e.g., for certain request types) by configuring on-page language directly in the portal settings.
