Add Feature at the top of columns on Features board

I have a huge list of features on the Features board, and scrolling to the bottom is inconvenient. Clicking into an ellipsis at the top is also inconvenient (and has low discoverability), especially when you have multiple ideas you want to quickly log.

Add a faster "add feature" button at the top of the column (and also somewhere at the top of the page).
