Show all impacted workspaces on status workflow page

Currently, if a status workflow impacts more than 10 workspaces, you cannot hover to see the list of workspaces it impacts. This will show if there are less than 10 workspaces.

This is inconsistent with other areas where we show impacted workspaces such as workspace templates and custom layouts.

Difficult to understand at a quick glance and without creating a workspace settings report the workspaces that a status workflow impacts

Ensure that impacted workspaces for status workflows always show, even when there are more than 10+ workspaces impacted
