Automate Sequential Numbering in Prioritization Board

Currently in the prioritization view the Rank field sometime skips numbers (1, 2, 5, etc.)

This makes it difficult to determine how many artifacts are in the list especially if this data is exported. Currently I have to manually enter the Rank field to eliminate the gaps.

When the Rank of an artifact is changed, ensure all Rank values are updated and there are no gaps.
