Simplify the folder and sub-folder creation in report library

In the roadmaps report library (Roadmaps > Overview), it's not clear that if you're in an existing folder that clicking the + icon will create a new sub-folder. Creating a new parent folder requires me to click into another section of the library that isn't a folder.

It can be a confusing experience creating parent and subfolders in the roadmaps report library

Simplify the folder creation UI/UX and make it similar to the Knowledge > Documents section
