Allow me to add a study participant from the interview record

Right now, a participant must first be added to a study before they can be added to an interview. If they have not been added to the study, they do not show as an available option in the "Participants" field on the interview record.

The experience appeared broken when we could not add a participant who was not already added to the study. I understand why the thinking is that the participants will be added to the study first. But the door should be open to add participants from the interview as well; for example if the scope of a study increases and we are pulling in additional participants during the interview process.

In the dropdown of participant names that displays on an interview, in addition to displaying the participants that have already been added to the study, add an option to select another participant from the broader list.
