Restore a deleted Release phase

It's not currently possible to restore a deleted release phase.

While it is possible to restore a release (and its phases and milestones) using the Recycle bin, it's not currently possible to restore a phase that was deleted on its own.

This would be valuable to ensure important data can be restored where an individual release phase is deleted.
