Enable use of passkeys and/or MFA for idea portal users

Idea portal users are forced to only use passwords which is an insecure authentication mechanism.

Security posture is reduced, company reputation is affected, operational issues by having to support resetting passwords.

Support modern phishing-resistant mechanism for authenticating idea portal users. As a less preferred alternative, but still better than passwords, support the use of strong MFA factors.

While it's currently possible to configure SSO for Ideas Portals, it might not always be possible to have all users going through the SSO provider and thus having a secure and phishing-resistant mechanism for non-SSO users becomes highly important.
