Enable Tool Tip When Hovering Over Card icons when the Card is Added to A Whiteboard

Currently the tool tip isn't enabled when a user hovers over the card record (Feature, Epic, etc) that has been added a whiteboard. Unlike any other views that use the card format.

Cognitive Dissonance when switching back and forth. For users that only see cards on a Whiteboard (we use it for our ART board in PI Planning and Execution), they are unable to interpret the icons.
