Capacity report by teams should show all teams - including teams not yet assigned work

When capacity planning for over 100 teams, it's difficult to understand which teams have not yet had work assigned, as they do not show up in the capacity report until an advance estimate is made for the team.

Capacity planning may not yield efficient and accurate utilization if teams are missed in the planning / estimate process.

Show ALL teams on the Capacity report so there is quick visual understanding of teams that have yet to get work assigned.

This would compliment the existing feature that provides visualization of the work not yet assigned to a team.
