Duplicate Tags in Aha!

What is the challenge?

The ability to rename a Tag with the same name as an existing tag is a bug, which needs to be fixed.

What is the impact?

It allows creation of multiple duplicate tags which leads to inconsistencies and confusion within the Aha users.

Describe your idea

The system should not allow to rename a Tag with the same name as an existing tag.
