When moving ideas to different portals notify the users Merged

What is the challenge?

When an idea is moved between portals or workspaces the user who created the idea does not get any notification. Although the Idea ID doesn't change the user will not be able to access the idea under the old portal and must access it via the new portal and URL.

What is the impact?

Today this does not trigger any notification to the user and they will not know to go to the new portal for their moved idea

Describe your idea

Provide a notification to the user that their idea has been moved and provide them the URL to the new idea portal assuming they have access to the other portal.
