Allow for tagging people in custom notes fields

What is the challenge?

When I'm using custom fields that are Notes, in custom tables for example I am unable to go @name to tag a particular person.

What is the impact?

Harder for people to see where they were mentioned and for those people to find out what's relevant to them.
