Allow placement options for dashboard panels

What is the challenge?

Currently can only turn legend on and off on dashboard panel

What is the impact?

if list is long legend is at the bottom and have to scroll to find

Describe your idea

allow modifications for placement of the legend for each panel so that legend shows when using a list or report being pulled into the panel
