Improve the flexibility of slack notifications with Ideas

What is the challenge?

There is no way to setup a slack notification to trigger when certain situations occur, for example, when a new proxy vote is added to an existing idea, filtered by a custom field (such as the specific product area) send a notification to that team's slack channel.

You can only send all new vote information to a single slack channel. This is too much noise and not specific enough.

What is the impact?

Product/Eng teams are unaware of new feedback being provided on existing ideas.

It should be possible to add more filters to the slack notification integration to allow for more specific groups of messages to be sent to specific audiences.
