Account settings idea portal search should use "starts with"

What is the challenge?	When searching for an idea portal, if you just type in "f" for example, it just refreshes to the base first page. The system doesn't know to query the idea portals that start with f. This is basic functionality and should be part of the response.

Today you can search your list of portals in Settings > Account > Ideas portals. This search is a contains search and not a start search. So searching for "f" would show all portals with an "f" anywhere in their name. A contains search works best in the majority of use cases, so we are unlikely to update the search behavior at this time. But we will keep this idea open to track additional feedback and learn if this is something we should consider in the future.
