Retrospective Report - Not all releases are displayed

What is the challenge?

Releases are only available for retrospective if a feature thats is connected to the release moves to "in progress". Since some of the releases contains epics only, such releases are not made available for retrospective.

What is the impact?

Not all releases are available for retrospective.

Describe your idea

Releases should be made available for retrospective no matter if a feature or an epic moves to in progress. If that's not possible, the system should at least trigger the retrospective report if either a feature or an epic moves to "in progress".
