Add ability for users to filter on disabled user name within reporting

What is the challenge?

When users are disabled their names are still associated to records but they are no longer selectable from filters when creating reports.

What is the impact?

If users need to takeover work, they have to select records one by one to adjust ownership.

If trying to find historical work that was completed, users cannot filter on disabled user name.

Describe your idea

Add ability to filter on disabled user name within reporting area.
