Comment in Description

What is the challenge?	currenlty someone would write a description, which contain a lot of information, and we might need to comment certain point of this description. Currently we use the edit description or the comment, but some comment stream get lost or disconnected from the context making it hard to collaborate
What is the impact?	our feature ticket are all over the show and hard to follow, so we end up create a google doc link to the description
Describe your idea	Allow, like in the google doc, to add comment by highlighting part of the discussion and have a comment thread. In short replace the description by a Google doc or equal functionality
