Allow admins to set 'show announcement' at User Level

What is the challenge?

The Product Announcement (show / hide) toggle is under personal settings which means individuals can choose if they want to see announcements or not. Which is great, but.....

What is the impact?

Some of the new features are not relevant to the plan we have purchased or we may want to investigate further before deploying.

Describe your idea

We would like the ability to set at user level of an individual can see announcements or not. Ideally as part of the default permissions but failing that a toggle in edit or add user
