Allow workspaces to inherit integrations from the workspace line

We develop services that live inside of a platform. Features created in any of these services (which are different Workspaces) may impact different teams, so there would be work for the platform team to do for them, which they need to send to the platform team in Azure DevOps.

For example, if Service A has a request for the Platform team to create a new Option within administration we would like the ability to send the feature requirements for that platform update from the service workspace directly to the platform team in DevOps.

The issue with integrations today is, yes, I can create a template but I still have to create a platform integration with in every workspace that wants to send request platform features.

It would be better if an integration could be set up at the level of the workspace line that contains all of the services workspaces, and all of the services workspaces can use it to send work to the platform team.
