Reports: Allow inclusion of Is not criteria in Filters

What is the challenge?

When a large amount of values are included in a filter selection (we use organisation). There is no way to positively exclude a particular selectable value. Filters appear to act as an "in list' type of function whereas we want to use a "not in list" type filter

What is the impact?

Whilst selection of (is not blank) is available to allow this functionality would reduce the amount of clicks significantly where the list of values is large and a user just wants everything except for a few items

Describe your idea

Allow the designer of the report to select the operator for a filter in reports to include =, not =, (is, is not) and in list (default) as well as not in list (new idea)
