Reviewers should not be able to create prioritization views

What is the challenge?

Reviewers cannot rearrange record ranks in the prioritization view. Only owners/contributors can.

If I only have reviewer permissions to all the workspaces I have access to, I can still create a prioritization view but I cannot do anything with it.

What is the impact?

Confusion for reviewers

Describe your idea

• If I only have reviewer/viewer permissions to all the workspaces I have access to, I should not be able to create prioritization views.

• If I am a reviewer in some workspaces, but an owner in others, I should be able to create prioritization views containing records that belong to workspaces I have owner permissions in.
