Allow disabling the attachments option for any note field in the portal

What is the challenge?

I am working on designing an Idea submission form and I figured that when a Note field is selected it comes with attach files option. Attachments option is already available in the description field.

What is the impact?

Cant release the portal to the customers without any purpose to the note field that comes with attachments option.

Describe your idea

Users should be given the option to chose where they need the attachments field. Currently it is tied to both description and Note field. Take out attachment from text areas and allow the users to upload screenshots in a separate field so that they can choose where they need it.
