Send work requests to multiple workspaces

What is the challenge?	my teams builds infrastructure for use by our various application teams. Many times, a change in infrastructure carries with it a need for multiple application teams to align with the new implementation approach. Work requests are a great way to record this and start the discussion, but at present a work request can only go to a single workspace.
What is the impact?	We have dozens of workspaces in use by application teams, making work requests unusable for this use case.
Describe your idea	Provide multi-select capability for destination workspaces in the work request dialog.
