Add ability to set system wide automation rules

What is the challenge?

I need to implement automation rules for the entire org for Ideas.

What is the impact?

I have 50 workspaces that need the same automation rule for Ideas. I cannot use the workspace template because we only require a unified standard for status workflow and page layouts for Releases, Features and Epics. If I use the workspace template it will wipe out anything the PMs have setup in other areas for their workspaces including their card layouts.

Describe your idea

Allow me to create an Automation Rule and then select the workspaces that I want it to run against so that I don't have to create the same one on 50 workspaces. The workspace template option does not work for our org.
