Add API support to configure number of seats in a paid seat group

What impact would it make?

Today, paid seat groups can only be managed within the UI. For teams with large user bases, it would be more efficient to be able to modify the number of seats within a group programmatically at any time as business needs change.

The Aha! API has support to edit what paid seat group a user belongs to: https://www.aha.io/api/resources/paid_seat_groups/adds_the_user_to_the_paid_seat_group
