Allow persona visual layouts to be locked so that they can't accidentally be adjusted

Who would benefit?

Any user with permissions to move the visual persona layout around but who doesn't want to actually make any changes

What impact would it make?

Users would not be accidentally making changes and wondering how they did it, or trying to track down how to put it back into its original state

How should it work?

Personas should stay visually "locked" so that they are displayed to all users in the intended way. If we want to allow the visual layout to be easily changed, then some kind of warning or button to push to make the visual layout editable would work much better. Right now, anyone can accidentally move fields around without intending to make changes.
