Ability to re-arrange filters in a report - shared or non shared report

Allow the report writer to customize the filtering to follow a logic from report to report as filters could be rearranged

How should it work?

Report writer can re-arrange the reporting filters in the order they'd like the user to see them. Would allow us to standardize our filters view across reports, especially when they've been built and then we realized a benefit to have a standardized filter view
