In Develop, allow items imported from dev tools to be added to Product work

Users who receive product requests via GitHub or similar

What impact would it make?

It would allow to add both Product- and Engineering-related items from importer extensions

How should it work?

When dragging an item from the importer list to parking lots in Aha! Develop Backlog management, the item is always added to Engineering work. It's not always the case. It can be Product work too.

Right now, the workaround is to use Aha! Roadmaps integrations, but the number of integrations is limited. Building an integration with Roadmaps is much harder compared to building an extension for Develop.

We also review GitHub issues as part of the Engineering triage process, so we can put those issues either in Product or Engineering work during the triage, and using different integrations for that is painful.
