Send email to user when their comment is deleted

Enable productive dialog when inappropriate comments are posted

How should it work?

Whan an Aha Admin clicks "delete" on a comment, the confirmation dialog should include a text box for "Send email message to requester:" where the admin can type a note for why the comment was deleted (PII, should have been private, etc.). If commenter has no valid email, grey out the box and warn Aha Admin that no email will be sent, commenter will not be notified that their comment was deleted.
