Allow new Develop teams to be added to existing PIs

Who would benefit?

Teams using Aha! Develop who are growing and adding new groups of developers.

What impact would it make?

This would make it possible to easily expand to new teams without having to involved Aha! Engineering or reset all PI setup.

How should it work?

When a new team is added under a team line that includes an existing program increment, the new team should be available to add to that PI.

Once added to the PI, you should then be able to choose to have all associated sprints automatically added to the newly added teams.
