Trigger a report based on conditions

It would trigger more real time reports to track down issues/gaps

How should it work?

When a report is triggered it should check if there's any data that shows up in the report. If no data shows, then the report shouldn't be sent to the user email. If there's data in the report then the report would email.

This would alert users that a report ran, similar to a error report.

No errors, no report gets emailed to the user. If errors, then a report is triggered. Essentially exception reporting.
