Allow reuse of custom fields within dynamic forms

Dynamic forms allow the ability to route users through a series of steps to capture feedback/ideas. It would be helpful if users could adjust treatment for fields based on conditional rules.

For example:

• if 'category A' is selected 'custom field 1' is not required

• if 'category B' is selected 'custom field 1' is required.
