How should it work?

It is hard to resize and move panels around on the dashboard view. This is mainly problematic because they often overlay each other, with the dragable section of the panel being hidden by another on top of it. One needs to shrink the one on top to move down the one below and do this for all other panels below it.

There are multiple design patterns to handle dashboard widgets that avoid overlap and simplify moving widgets around. Adopting these best design practices would vastly improve the UX of using dashboards.
