Don't Send Scheduled Reports if Report Doesn't Meet Criteria Merged

How should it work?

Allow users to only send scheduled reports when it meets some sort of criteria. As an example, we have reports that identify records needing to be updated or moved. Often times, there are no records meeting that requirement, but the report still sends on schedule. In this case, I'd like to be able to not have the report sent if the report didn't have any results.
