Made the + button everpresent when making Views and Reports

Who would benefit?

All users building out reports

What impact would it make?

Allow users to know they can add additional filters. It is easy to miss when the + sign is not showing and I do not see any value that comes from hiding it when a mouse is not hovering over that space.

How should it work?

The + button to add filters should always be showing and not hidden.
