Release date changes - require reason and display on retrospective

Who would benefit?

Teams analyzing the changes in a release and needing to understand the factors that contributed to date changes.

What impact would it make?

Better visibility into challenges or themes to impacts on releases.

How should it work?

When changing a release date the user should be prompted to provide a reason for the change.

This reason should be included in the Release Date Changes section of the retrospective report and available for other reporting as well.

Ideally, this can be configurable as something that should or should not be required when the date changes as not all teams would require this.

Might also consider this being a release by release setting so parking lot or releases still in planning don't automatically require it.
